根據我局《關于進一步加強食品質量安全監督管理工作的通知》（國質檢監函[2002]282號）和《加強食品質量安全監督管理工作實施意見》（國質檢監[2002]185號）的規定，經我司審核，現公布天津市產品質量監督檢驗所等14個質檢機構為第三批承擔小麥粉等5類食品質量安全的發證檢驗和委托檢驗工作的單位。質檢機構名錄及檢驗范圍詳見附表1。
鑒于機構調整等原因，經核準浙江省產品質量監督檢驗所等質檢機構的名稱及承檢范圍予以變更。變更后的質檢機構名稱及承檢范圍詳見附表2。
各質檢機構在工作中，應當嚴格遵守以下規定：
1、在指定的檢驗工作范圍內開展工作，不得超范圍檢驗。
2、承擔食品生產許可證發證檢驗的，應當在省質量技術監督局的指導下，嚴格按照規定的要求，準確、高效完成檢驗工作。
3、承擔食品出廠委托檢驗的，應當按照總局制定的《委托檢驗合同范本》與委托人簽定委托檢驗協議書，并嚴格按照協議書開展檢驗工作。
4、承擔食品生產許可證發證檢驗和出廠委托檢驗工作的，不得擅自將檢驗工作委托給其他檢驗機構。
5、各地質量技術監督局應當加強對食品質量安全檢驗工作的指導和監督管理。對違反規定的行為，根據情節依法予以嚴肅處理；情節嚴重的，總局將予以通報批評，直至撤銷檢驗資格。
