歐盟食品標簽管理主要包括以下機構，

與各成員國主管機構共同協商制定食品標簽有關的立法，而有關法律的實施則由各成員國的主管機構及其分支機構負責。
食物鏈及動物健康常務委員會
分設八個專門委員會，有一定立法權限，包括食品標簽在內的食品安全措施。
歐洲食品安全局
不直接制定規章制度，只進行客觀的風險評估，為歐盟食品安全立法提供科學依據和技術支持。分別負責食品添加劑、污染物、營養和過敏、轉基因食品等領域的風險評估。其中"特殊膳食、營養和過敏專業科學小組" 負責對食品營養聲稱、健康聲稱和廣告等提供科學意見。
歐盟有關食品標簽的法規采取了兩種立法體系，"橫向"體系的法規，規定了適用于多種食品的標簽通用要求。"縱向"體系的法規，針對的是各種特定食品，比如果汁、牛肉、食糖、蜂蜜、酒類等食品的標簽的法規。
歐盟的食品標簽法規通常是指令（directive）和法規（regulation）兩種形式，歐盟每次對法規和指令的修訂，都會以新的法規和指令的形式頒布。

一、歐盟食品標簽橫向法規（適用于多種食品的標簽通用要求）
